Governor Handbook

All governors - essential Reading

The Governance handbook is guidance from the Department for Education (‘the department’). It sets out the government’s vision and priorities for effective school and trust governance by:

• outlining the core role and functions of the governing board;

• summarising and providing a first point of reference on all the legal duties on boards, 1 signposting to more detailed information, guidance and resources; and

• providing information on the support available to boards to be effective.

Governor Competency

The framework sets out the competencies needed for effective governance. It is non-statutory guidance and should be read alongside the Governance Handbook, particularly the section explaining the key features of effective governance.  The framework is applicable to all boards in proportion to the scale and complexity of the organisation they are governing.

Clerk Competency

Professional-quality clerking is about much more than taking minutes to record the discussions and decisions of the board. It is also about providing governing boards with expert advice on governance, procedures and compliance and directly contributing to its efficient conduct. The voluntary nature of governance makes it all the more important that boards conduct their business efficiently to make the best possible use of everyone’s time. Professional clerking has a vital role to play in meeting the administrative and procedural requirements of boards and enabling efficient and effective discussion and decision making.

The National Governance Association (NGA) is the membership organisation for governors, trustees and clerks of state schools in England.

We are an independent, not-for-profit charity that aims to improve the educational standards and wellbeing of young people by increasing the effectiveness of governing boards and promoting high standards. We are expert leaders in school and trust governance, providing information, advice and guidance, professional development and e-learning.

We represent the views of governors, trustees and clerks at a national level and work closely with, and lobby, UK government and educational bodies.

Governors for Schools

Governors for Schools finds, places, and supports skilled volunteers as governors and trustees on school and academy boards.

We support schools across England and Wales to run effectively by finding high calibre governors to bring their skills and expertise to the table – and improve education for children.
